The JadeAudio JA11 is a USB dongle at $20. It delivers 30 mW into 32Ω and 3.2 mW into 300Ω, which ranks it 87 of 88 for raw power among the sources in this database.

Measured at 100 dB SPL it has comfortable headroom on 184 of the 310 dynamic and planar headphones catalogued here, enough but not generous on 95, only marginal on 25 and not enough power for 6. FiiO's budget sub-brand. About as cheap as a dongle gets that still has a real DAC chip and a published spec sheet.
